Description

Political turmoils of 2010 have unveiled the problem of unbalanced regional development and the need to strengthen local governments to cope with poor regions. Since 2012, the government has continued to implement a governmental system reforms focused on balanced regional development through fiscal and political decentralization. Since 2012, SDC has played a major role in supporting this agenda of the Government through the Voice and Accountability project.

Decentralisation is one of the priorities of the Kyrgyz government in power since 2012. In line with this, the main goal of this project is to strengthen the ability of citizens to participate in the budget process in their municipality, and to ensure that local governments use their funds adequately for public services.

Project Outcome

Outcome 1: Citizens‘ engagement Iead to participatory decision making processes. Skilled to voice their needs, citizens are a driving force demanding efficient and accountable performance from municipalities. lt is expected that 30000 citizens participate in annual budget and planning process, establish 60 initiative groups and implement over 200 joint initiatives.

Outcome 2: Municipalities increase their responsiveness to citizens‘ initiatives. lt is expected that capacitated municipalities will become more citizen-oriented and will engage in the dialogue with the population. In the 27 municipalities of the 3 oblasts, local government will formulate budgets based on the model for participatory budgeting process and introduce changes responding to the annual plans elaborated jointly with the communities. At least 60% of 264 municipalities on example of the 27 target municipalities will apply participatory budgeting process.
