The National Sustainable Development Strategy (NSDS) for the Kyrgyz Republic – For the period 2013-2017, spells out that “only fair elections can serve as the basis for building a strong and prosperous Kyrgyzstan and forming a fair political system in the country”.
The European Union (EU) and the government of the Kyrgyz Republic signed on 19 April 2016 Financing Agreement on a sector reform contract aiming at strengthening the democratic system in the Kyrgyz Republic through comprehensive electoral reform.
The project aims to enable civil society to contribute to the Strengthening Democracy through Electoral Reform process including through domestic election observation, provision of legal aid to citizens to defend their electoral rights, and civic and voter education.
Civil society will thus be enabled to directly contribute to the transparency of electoral processes. The rationale for civic and voter education and of domestic election observation is to further credibility and inclusiveness.
