Inclusive economic growth
The project seeks to improve the quality and relevance of, and equitable access to and effectiveness of, the technical and vocational education and training (TVET) system in the Kyrgyz Republic. Quality and relevance of the TVET system will be improved through modernization of the training methodology, teaching and learning environments, and training delivery. Equitable access will be improved through the introduction of an innovative skills development fund to provide training in response to urgent labor market needs, and for targeting specific geographic areas or specific groups to provide them with employable skills, such as out-of-school youths, ethnic minorities, and the disabled. The project also includes support to rural primary vocational schools outside of Bishkek and Osh, and better access for physically disabled students and for women. The effectiveness of the TVET system will be improved by strengthening TVET governance and management nationally and within the schools.

Helvetas (consulting firm) is still implementing the project with the EA. International and national consultants have been hired. A few more individual consultants are expected to be hired in the second quarter of 2016 including experts on Skills Development Fund (SDF.)
The Agency for Vocational Education under Ministry of Labor, Migration and Youth of the Kyrgyz Republic (the “Purchaser”) now invites sealed Bids from eligible Bidders for the procurement of training equipment for vocational schools of the Kyrgyz Republic. The bidding covers two (2) lots and bidders may bid for one or both lots, as further defined in the bidding document. Bidders may offer discounts and these discounts will be considered in the evaluation process provided such discounts are mentioned in the Letter of Bid and announced at bid opening.
Goods supplying shall be completed within 5 months after contract signing. The technical requirements of the supply are contained in Section VI: Schedule of Supply.
International competitive bidding will be conducted in accordance with ADB’s Single Stage: One-Envelope bidding procedure.

For bidder/s of multiple lots, the aggregated average annual turnover over the last 3 years will be assessed.
b) For each lot, the Bidder shall have at least one (1) similar contract successfully completed as main supplier within the last 3 years.
The pre-bid meeting will be held on November 11 2016, 14:00 p.m. Bishkek time.
